If neither parents are British, then their child born aboard will not be. Child will have to apply for a settlement visa before returning to the UK to settle. Subsequently, see also Can I register a child aged under 18 as a British citizen? and Chapter 9: Registration of minors at discretion.

However, if child is born in the UK, then child will automatically be British if at least one parent is settled or British at the time of birth.
