Is it possible to remain indefinitely in Ireland without citizenship?

I don't see a lot of resources about what happens if you're unable to obtain citizenship (eg you don't meet the conditions, had traffic violations or just in general can't obtain a second citizenship). Are you able to remain indefinitely? Would you eventually be denied renewal of Stamp 4?

If you are here based on EU Treaty, you get permanent residency after 5 years.

If you are here for any other reasons, there is no guarantee that you can renew your permissions indefinitely. Stamp 5 offers similar concepts (Without Condition as to Time, or WCATT), but it can be revoked and there is no guarantee it can be renewed if you get into trouble with law enforcement (it has the good characters check similar to the citizenship applications and it will be rechecked every time you renew it).

Thanks for the replies folks, this makes sense. I'll have to do my best to obtain it then
