Does New Employer pay Immigration Health Surcharge again?

Hi everyone,
If I'm changing employment on Skilled Worker visa, does the new employer have to pay Immigration Health Surcharge for me and my dependants? and if yes, what happens to the Immigration Health Surcharge that NHS collected from my current employer when I was applying for my current visa? do they refund it back to them?
