Guardian consent for under 18 visit visa

Hi,
Just a quick question, my sister (a single mother) from Pakistan would like to apply for a visit visa to the UK along with her 13 year old daughter. would she need a consent from her ex to let daughter travel with her, as they are not in good terms so a consent from him would be difficult to obtain?

Consent not needed to obtain visa. Might be needed to travel out of your country.

The standard visit visa requirement states 'you have written consent from your parent or guardian to travel to the UK' is that just for travelling alone or with one parent too?

Visit visa's for minors are expected that either or both of their parents are travelling with them. Endorsement would be made on the visa that child is travelling with XX or YY.
