Appointment

My husband is due to renew his health and care dependent visa. Is it difficult to get an in person appointment at the moment? We don’t have much window to renew his visa( only about 10 days) so just wondering if we could get an appointment within 3 days of submission of application.

I assume you mean biometrics.
basically the submission date is when you submit and pay online and after this date your husband will be protected by 3C until he'll get a decision (assuming the application is valid and he's not going to leave UK), so even if you can't get an appointment in these 10 days, don't panic! as long as you applied online before expiry, you're fine

The application submission (and payment) is the first step, which is what he must do before or by the expiry date of his current leave. Once he completes this, UKVI will give him several weeks to book and attend a biometrics appointment. During that time he can continue working and doing his normal activities in the UK.

Booking an appointment can be tricky, in some places it is difficult to find a free spot easily. UKVCAS are releasing free and paid appointments every day. For example, at the moment free appointments are released in the morning at about 9 am. They provide more guidance on the application homepage.

It is possible to find appointments in a few days after application. I would say he needs to be flexible in terms of choosing an application centre, some have more availability than others.
