Provisional Driving License application while waitng for British Passport

Is it legally possible to apply for a UK Provisional Driving License while waiting for my first British passport to arrive? Asking because technically I am already a citizen (had a ceremony) so when they ask me to show my ID but I only have the refugee ID right now which I am going to keep until the passport arrives I guess. Guessing there won't be any problems? But still wanted to double-check. Any suggestions?

There's no question of illegality here. The requirements to obtain a provisional drivers license is that you're legally resident in the UK. Not that you have to be a British citizen.
