Proof of ID for local authority

If a new family member (spouse in this example) joins to live at this address and it is a council flat, do I have to register the person to the local authority? how soon ?

if yes, what is the procedure ?
what proof of ID does she need ?

and if she has come from another coountry to reside here permanently
does it have to be passport or will a birth certificate or medical card do ?

If they are on a 27month spouse visa they will need to show they are living with their spouse in any case (with a dozen or so pieces of proof ie letters, appointment cards with address, driving licence etc) for ILR application in around 2 years. If any benefit is being claimed, it would be fraud if the local authority didn't know of their existence - need to claim jointly for tax credits. No passport req'd unless benefits being claimed, then they will need to submit their payslips too if they are working and NI no. when they get one Telephone 0845 600 0643 (8.00 am to 6.00 pm Monday to Friday) to apply.
