Hi please help me concerning what to do
i have been refused my student visa application and their decision is because :

Your application has been refused for the following reason(s):

You have claimed 10 points for funds under paragraph 6.1 of Appendix Student of
the Immigration Rules however, the documents you have provided do not
demonstrate that you are in possession of the required level of funds.
You are required to demonstrate that the required funds are available to you for a
minimum of 28 days in your account as per ST 12.6 of Appendix Student detailed
below;

ST 12.6. The applicant must show that they have held the required level of funds for
a 28-day period and as specified in Appendix Finance unless the applicant is relying
on a student loan or official financial sponsorship which meets the requirements of
FIN 8.3. in Appendix Finance

You have submitted a statement from xxxxx for account number ****xxxxxx
however, despite numerous attempts by this office to verify this document the results
have returned as inconclusive due to being unable to contact this financial institution.

I am therefore not satisfied that you have achieved 10 points under paragraph 6.1
and 12.3 of Appendix Student and meet the requirements to be granted entry
clearance under the Student Route.
I therefore refuse your application under paragraphs ST6.1, ST12.3 and ST12.6 of
Appendix Student of the Immigration Rules

i visited the bank and they confirmed that they didnt reply the email but after drawing their attention now they have replied.

If that was the only reason why you got refused then
your bank cost you your positive visa decision, financial institution shouldn't have to be prompted to respond to such enquiries.
If you have the funds available and to meet up the August/September admissions window you may reapply and put the bank on notice to expect and respond to HO's mail.

Yes the bank really caused me which is unfortunate.
Are you suggesting i ignore the administrative review and re-apply?
and i am thinking of moving my funds to my other bank account so that i can start the 28 day period and re-apply.

The HO has not made a mistake in their decision as financial evidence which is a crucial aspect of the route you applied on for visa could not be verified. Therefore going for an administrative in my opinion could be a wrong use of the time.
If you are moving said fund to another account of yours, you count another 28days then apply; when is registration or resumption date for your PhD supposed to be if i may ask?
The decision is yours to make.

You should contact your university as you will require a new CAS to apply again.

If you transfer your funds to another account you won't have time to reapply for a course starting on 4 September
You need to speak to your university to ask if they can issue you another CAS

Hi,

I understand your situation. Given that your bank has now responded, you have a couple of options:

Contact Visa Centre: Inform the Visa Application Centre about the bank's response. This might help them reconsider your application.

Administrative Review: If you think there was a processing error, you can apply for an administrative review.

Reapply with Updates: Reapply for the student visa with the new bank information and additional documentation.

Visa Consultant: Consider consulting a visa expert for UK student visa

You should contact your university as you will require a new CAS to apply again.

See above. As you've previously been advised, an Administrative Review won't be appropriate as the Case Worker's decision was correct, with the issue being related to lack of response from your bank.
