I this is the question on behalf of my friend.
She is british citizen earn 50k year.
Her brother is mental issue class as disabled in Pakistan.

Cen she bring him in dependent visa
She has own house.

Kindly update any visa route for siblings family member

There isn't any straightforward way. UK isn't big at all on supporting chain migration.

There's an ADR visa (adult dependent relative), but a) it's usually used for parents, not sure if siblings can use this route and b) there were single digits of approved cases via this route, as it has to be proved that care is either unavailable or too expensive in Pakistan (in this case).

Adult Dependent Relative visa is very difficult to obtain - being British doesn't make it easier for visa applications.

The UK does not allow chain migration. There is no pathway on family route and other things you listed for him being a brother to a British Citizen.
