Can one be refused for driving offense

A friend of mine is due to apply for a tier 2 visa (currently on student visa) but was caught driving with a provisional licence.

He was given a ticket but the police said his insurance was invalid because he was driving with no experienced driver beside him. As a result, he's going to be taken to court and likely to be convicted of a driving offence.

I wanted to know if his visa would be refused if he has driving offence.

It is unlikely that the driving offence - as stated - will be a cause for a skilled worker refusal. Your friend needs to declare the offence as failing to do so could in itself cause a refusal.

It also depends on the outcome of the court hearing but that is unlikely to more than a fine and more points on their licence.
