Work Permit Extension

Hi, I got a work visa in March 2023 with a salary of 35,000, Do I need 38,700 earnings during the extension of my work permit?
I am also planning to get married but not sure if I have to rush before rules change. My fiance is not ready to relocate due to visa rules change.

Do you have any suggestions for advantages or disadvantages?

The above query is for my nephew.
