Is it possible to retain or return passport for duration of a visa appeal?

For a Join Family visa appeal ( Join family (Sponsor is an Irish citizen) ), the duration can be 18 months based on https://www.irishimmigration.ie/visa-de ... processing

Is it possible to lodge the appeal and request the immediate return or retention of the applicant's passport? If yes, does the passport need validation by the embassy or what is the process/cost?

This is not for an emergency, it's for a reasonable expectation to be allowed to travel within the 18-month wait.

I know people who waited for several months (possibly over 6, not sure) for tourist visa processing were able to ask for a passport back; not sure about appeals.
