Irish citizen bringing non EU dependent mother

Hi Guys,
I'm an Irish citizen and had a question around bringing my dependent mother (65 years old) from India to Ireland. I read on the salary requirements needed for this but on the Irish website it says I need to apply for the D stamp 0 visa which is renewable every year but doesn't count towards permanent residency. Is this correct? As a Irish citizen am I not eligible to apply for a EU family card for my mother which allows her to stay with me permanently?

Really appreciate any insight from you guys who had a similar experience :)

No, because you are Irish, so local immigration laws apply not EU laws.

EU Family card applies if you are Irish exercising treaty rights in any OTHER county in the EU, except Ireland.

Yes, it's not counted towards permanent residency or citizenship.

I am further advised that a permission on Stamp 0 conditions is a low level immigration status which is not intended to be reckonable for long term residence or citizenship.
If you want to bring her under EU laws, as rightly advised, you need to move abroad to another EU country.
