Free Childcare eligibility

Hello All. Apologies if this question has been answered elsewhere on the boards; I can't find a definitive answer:

I am a UK citizen. Wife on five-year spouse route. Arrived 2019; we will be applying for her ILR later this year. She has NRPF.
I work full time, my wife does not currently work.
We have a daughter, just turned two years-old.
I claim Child Benefit under my name, which is fine.

Q. Are we eligible for the 15 hours free childcare?

Q. If so, would I also need to make this application under my name only?
