RTB confirmation letter Or Letting agency letter for EUTR3

I have a question about EUTR3 application.
One of my friend need to apply EUTR3 permanent residency soon.
He is living in same property last 5 years
He doesn't have landlord letter because a letting agency look after that property. And letting agency not providing such a letter because they gave them notice to leave property few months ago.
He contacted with RTB and they said they will send a letter to confirm that you commenced in that property 2018 .
Is that enough instated of landlord letter ?

An RTB letter is always a more official proof than a landlords letter.
