Critical skill work permit missing P30

Dear expert,
I have stamp 1 and told to have IRP card within 3 weeks but after 3 weeks when I didn't receive card I contacted back through email and they respond they reissued card now and Will receive in 2/3 weeks, my question is that can I be able to travel outside the Ireland without irp card only on passports, or must have to wait for IRP CARD.

If you don't have a valid IRP card, you can leave the country but you won't be able to return - airlines won't let.you on the plane back.
