Registration of a 15-month old child as British citizen

Hi,

Does a 15-month-old child need two referees for their British citizen registration application (via MN1 form)?

I am confused as it is required that the referees must (among others) have known the child for 3 years!

Choose referees that have known you for that amount of time and explain in a cover note.

One referee should be a professional who has engaged with the child in a professional capacity. Would the person working in a local library responsible for weekly baby group activities (which the child attends regularly) be good enough for this?

Usually they require someone like a nurse or teacher, I doubt the library professional is chartered or similar. Very often applicants have issues to find such a referee and UKVI is aware of this, so a family friend who is on the qualified professionals list that knows the baby will be ok.
