Did you mean she can apply immediately?

2. If the answer is yes to above question then can I use it for two Referee?
One form for one referee, i.e. two forms needed.
3. When I looked it into Nationality Form Guide about Referee and photo.
All I can see that the applicant needs to write their name and date of birth in the back of their passport size photo and glue it on the Referee Declaration form.Ignore - this is a leftover from the paper days
Referee needs to write their name, current date and sign on the last part of the form.
Is the above step correct or Referee needs to countersign on the applicant’s passport photo?
Nothing needs to be written on the photos, you scan and upload the completed forms.
