New Entrant Skilled Worker Visa

I have read Skilled Worker Appendix and salary. There are couple of options for new Entrant. If someone is 18 years old. Can he apply for skilled worker visa from outside UK under the new Entrant route of Option E of the rules?

Assuming that the individual is being sponsored with a DCOS and they meet the conditions for a skilled worker role, then of course they can come to work in the U.K. The new entrant rules can be applied where the person meets the requirements and a lower salary threshold can be used.
An 18 year old person is not prevented from entering the skilled worker route, there might be a question as to their qualifications and experience to undertake the role, but that very much depends on the role they are to fill. Where it is reasonable to assume that formal qualifications, experience or vocational education is required to perform the role those must be demonstrated.

He passed his intermediate Exam last Year. He has done Electrician diploma and Plumbing as well.
He is mainly doing Plumbing job. How much salary is required for New Entrant? Policy says £30960 but also says 70% or 80%. ? Please can someone elaborate it? does he need £30960 or 70% of £30960?
