Join family D visa - what stamp number?

I am an Irish citizen.

We applied for a Join Family D visa, which was approved for my wife and my 19-year-old dependent stepson.

At the Immigration Service Delivery (ISD) in Dublin yesterday -

My wife received a Stamp4
My step-son received a Stamp 3

Looking here:

It says - If you are an immediate family member of an Irish citizen, you will receive a Stamp 4.

He is clearly an immediate family member.

Does anyone know why my stepson only got a Stamp3, please?

Family reunification document:
For the purposes of this document, the different categorisations of family
applied are:
(a) Immediate Family
 Nuclear family – Spouse and children under the age of 18
There is also a question of dependency on you, as child is dependent on your spouse.

I am trying to research why he got a stamp 3 and to find their written policy for that.

It is declared as a policy that the immediate family gets stamp 4.
There is no statement/policy that says otherwise; it's stamp 3.

I have searched the relevant Ireland government immigration sites/documents and see no publicly declared policy regarding his stamp 3 provision.

There's a lot of stuff that they have outside of public view. You might have to ask them about it directly if you want clarification.

Stamp 3 seems the most logical choice out of available stamps (besides Stamp 4) - Stamps 1 or 2 wouldn't exactly be applicable.
