Visit visa rejected for my father-in-law

I applied for my father in laws visit visa (6 month route) a few weeks back and today it got rejected. I would like some advice on what I should do next.

I am the sponsor and provided bank statements & proof that I would support him for up to £4000 expenses whilst he is here. Based on the letter I received from the ECO my sponsorship is not an issue.

Evidence of funds - I previously didnt have a bank statement as my son supports me financially. I have opened a bank account recently which you can use for identity verification purposes but any funds will be given to me by my son (attached bank statement). I have also provided proof of land I own to prove that I am a genuine visitor. My sponsor in the UK will be providing everything when I reach the UK and accomodation.

REASONS FOR REFUSAL
You have applied for a visa to visit the UK.
In deciding whether you meet the requirements of Appendix V: Visitor of the Immigration Rules (www.gov.uk/guidance/immigration-rules/i ... -v-visitor),
I have considered:
• your application and any additional relevant information you have provided with it • your immigration history
The decision
Visit refusal - No RoA 19-Jan-22

I have refused your application for a visit visa because I am not satisfied that you meet the requirements of paragraph(s) V4.2 – V4.6 of Appendix V: Visitor because.
• You have applied for a visa to travel to the UK for 4 months and 11 days to visit your family. In support of your application, you have submitted bank statements, accommodation details and other supporting documents all of which I have considered.
• The onus is on you to qualify for entry clearance based on your own circumstances and your own intentions. You have said that your sponsor will help you with this visit by providing you with accommodation and funds whilst you are in the United Kingdom and I am satisfied that they are in a position to do so based on documents provided. While I take that into account in assessing your proposed maintenance and accommodation in the UK, this is only one aspect of the visitor rules and this sponsorship does not satisfy me of your own intention to leave the UK on completion of your visit.
• You have stated that you are retired and have declared no personal income. The information provided in support of your application does not demonstrate that you have any other immediate family members in your country of residence. The documents provided do not demonstrate what, if any, ties you have to your current country of residence that would ensure you leave the UK should you be granted entry.
• In assessing your entry clearance application, I have considered all of the documents and information provided against the requirements of Appendix V, and have also taken into account the published Visit guidance. The guidance indicates a number of factors which can help assess if an applicant is a genuine visitor, including but not limited to the following:
• their financial circumstances as well as their family, social and economic background
• their personal and economic ties to their country of residence
The concerns noted in the paragraphs above mean that I am not satisfied that you have accurately declared your personal and financial circumstances, which in turn means I am not satisfied on the balance of probabilities that you are a genuine visitor. While I note the information you have provided regarding your purpose for travel, I am not satisfied that this outweigh the concerns noted above. Therefore, I am not satisfied that you are genuinely seeking entry as a visitor and that you will leave the UK at the end of your visit. Your application is therefore refused under paragraphs V4.2 (a) and (c) of the Immigration Rules.

That is good, but in current circumstances it's also bad.

All his family members are British citizens, you're sponsoring him and have everything for him. What would motivate him to return back to Pakistan, where he has nothing, after spending 5 months (a very long time for a visit) in the UK?
ECO decided there's not much.

Does your father has anything to return to? Family, property?

Yes he has family. His son, daughter in law, other daughter, son-in-law, grandsons and grand daughters and other relatives to return back to. I think I missed this out from the application although I did mention in cover letter that his son pays him a monthly amount via cash to support him and also provided sons identity card.

He has property, a farm and also some shops built on some land. I provided one of the land registry documents but nothing to mention about rent etc as it's all cash based so there's no evidence.

It is not about the sponsor having the wherewithal to shoulder all required for the visit. The visitors personal circumstances is also considered.
Not providing his ties to home country and evidence to back it up not in favour of the application. Does he receive pension?
His son paying him money monthly is not an advantage.

No he doesn't receive pension as he was previously a farmer.

He owns land however and receives rental income from that but via cash

We had similar issue when applying for my mother for tourist visa from India. But that was in 2019 and we were about to apply for ILR , then covid came. Visa was denied in 2019 , mostly we took it for granted that visa will be issued and we didn't provide all her financial information.
Then it was covid and we got our ILR and bought our house in Midlands and applied in May 24 . Difference this time was that we showed all her liquid assets like Fixed deposits and savings accounts which had approximately 15k £ plus . She is retired and receives a pension. Plus we showed our savings from here . I suggest you shorten the stay duration for application. Show as much funds as possible. She can't speak English and when she landed at Gatwick the immigration called me and asked more about how is she going to fund her stay and when is she returning back as they couldn't find her return ticket. We have her return tickets for 2 months but we might extend by another month. She was issued a visitor visa for 6 months. Wait for 6 months or more get all the financial documents and reapply.
