CIVIL PARTNERSHIP SETTLEMENT VISAS

I have been reading some of the information about what is needed but there seems to be glaring issue that my Partner comes from Turkey and if his family knew he was gay let alone applying for a civil partnership, he would face serious harm. How can I offer letters of support etc from family members!
Any suggestion?
