Childminder standard going rate

Can someone please help to clarify that the childminder code 6114 standard going rate is £30,960(15.88ph) but the points under option A only states equals or exceeds £38,700. The rest of the options are not applicable so how would the points be granted for this occupation when the gov uk going rate is less
