Incorrect IELTS / CoS Reusable ?

Dear Expert Community.

One of our partner companies employee did quite a textbook mistake and gave incorrect IELTS (non UKVI) and has now had his visa rejected alongwith family for the Skilled worker visa. I have following questions.

1. Any chance of requesting with new IELTS in Administrative review ?
2. Has the CoS now been consumed ?
3. If so Will a new CoS need to be applied now ?
4. Since this CoS was based on pre 4th April rules, will the new CoS be based on new rules or can be linked to old one as its essentially for same person, same role.

I would be extremely grateful for a response.

1. No. Admin review is for when an applicant believes ukvi made a mistake. They clearly have not if the applicant did the wrong test. You also cannot submit new evidence in admin review, they only review the application and documents submitted that the refusal was based on.

2. If the visa has been refused, then yes, the cos has been used.

3. Yes.

4. The new rules will apply for a cos. You cannot link a new cos to a cos where the visa has been refused. It doesn't work like that.

Costly mistake literally blew applicant n family's chances.
As answered above everything has to be restarted and in line with current rules.
