Guidance on FLR(HRO) Application Processing Times and Lost Applications

Hello Everyone,
I am seeking advice on behalf of a friend who has been in the UK for over two years. His brother is an EU citizen with settled status, and their parents have pre-settled status. Nearly two years ago, my friend submitted an FLR(HRO) application due to health issues and lack of support in their home country, as the entire family resides in the UK.

Recently, their solicitor informed them that the Home Office is unable to access the application, and the reasons are unclear. A new application has been submitted, referencing the old application number, but without a passport as it was not available. The passport was included with the initial application.

We have two main concerns:
1. What is the normal processing time for FLR(HRO) applications?
2. Is it common for the Home Office to lose track of applications?

Any insights or similar experiences shared would be greatly appreciated.
