Healthcare refused due to IELTS

Can someone help in following

My friend Healthcare visa was refused from out of UK 22/06/24 due to IELTS score was less then 4 in one component , it allowed ADMIN REVIEW
It won’t be good to go for admin review as it was documented : options
1- Is it possible to apply admin review and send new IELTS with correct scores within 10 days?
2- If not can the same COS be use to reapply the visa with new IELTS?
3- if not then if new COS has to be applied by employer will it use addition cos or can be same cos as reapply. (As they might not have more cos)

1. No. Admin review is for when you belive UKVI has made a mistake, which appears not to be the case. Admin review will inly look at rhe evidence submitted, you can't submit new evidence.

2. No. A new CoS is required.

3. Additional new CoS
