Renunciation not mandatory anymore?

Hello,

Bit confused with contradicting information on Renunciation.

Do we not need to apply it now on and submit surrender application and get OCI based on surrender certificate only ?

Where are you finding this information that it is not mandatory. Hci website still says it's needed. Thanks.
