Urgent :: Degree not Awarded...

Completed my BE Deg(4 yr-full time) exams after 5 yrs.
Course Duration : july1999 to may2003.

I had lot of arrears, and completed those in Dec 2008 exams.

From jun 2003 to Till date Im in a full-Time Job... in few MNCs.


Yet to get my Marksheets. (may be in a week or two)
As I have just cleared my arrears and I dont have degree certificate and the news says the plan to change Tier1 in April 2009 (http://www.immigrationboards.com/viewtopic.php?t=35799)

So, Im planning to apply for Tier1 general as the University and Degree is listed in Points Calculator.

First Question : Will this be considered as a Degree first ??

As per the Tier1GeneralGuidance pdf, they are asking for Academic Reference and Academic Transcript.

Second Question : What is Academic Reference and Academic Transcript ??

Academic Reference --> is it the letter from the university ??
Academic Transcript --> is it the Consolidated marksheet ??

Third Question : For English Language Req' will this Degree(situation) be accepted ??

Im not a student. I work for a MNC as a Full time employee. its almost 22 months in the same company. And totaly I have 4.5 Yrs of Experience in MNCs.

As i want to get the degree, I attended the exams.
