PSW application (outside UK) & Police Registration Form

Do I need to send my police registration form (which I got while I was studying in UK) if applying outside of UK ? I just want to be sure, my first PSW application (inside UK) was invalid because I forgot to send my police registration form.

For my previous application (inside UK) it wasn't asked in UK Border Agency - Supporting evidence website but it was asked for in application form.

For this application (outside UK), again, it is not asked in UK Border Agency - Visa application guidance website,

and I can't see anything about it mentioned in VAF9 application form,

...but still want be sure so anyone applied before, did you send your police registration certificate or not ? Please inform.
