What bout UK bachelors migrants?

As it is stated in the new rules :

"Migrants applying for their first period of leave under Tier 1 (General) will receive no points
for Bachelors degrees or for previous earnings of less than £20,000. This change will not
affect migrants who already have leave under Tier 1 and are seeking an extension of that
leave."

so is this condition of bachelors applicable only to other countries or to UK bachelors also ?

This applies to all countries as far as I'm aware and awill affect anyone making an initial application for Tier (1).

Yes no HSMP/Tier 1 General on Bachelor degree or PG diploma/Cert. from 1/4/09. HSMP only on Master degrees.
