Possobility of PSW application while re-sitting Exam

Dear friends,
My friend wish to apply for PSW, however he has already applied for student visa on re-sitt exam basis.
Is it possible to apply for psw while waiting for student visa and before getting results ( re-sitting exam)? This is mentioned in psw guidance notes that Re-sitting exam students can apply for PSW. please comment.
2. He has 800 pounds short in balance but has credit card having more than 800, Do HO accept credit card statment as 800 balance. Please share your valuable information.
