US grandmother has Irish passport, mother does not...

Hello

This is a question for a friend.

Her grandmother had an Irish passport. (She is now deceased.)

Q1: Can her mother apply and get an Irish passport based on the grandmother having had an Irish passport
Q2: If so, can my friend then get an Irish passport?!

Any help appreciated.

It depends on why the grandmother had citizenship,

If grandma was born in ireland, then probably yes, if not then maybe not, but there are other factors such as registration, etc. have a look at the leaflet then if you have further questions feel free to ask.
The fact that grandma is deceased should make no difference.
