Dependent Visa out of UK

Dear All,
Query needs your help.

Status Tier 1 (JR) till 1012 in UK after two years expiry of old HSMP
Dependent Spouse having intial HSMP Expire Jan 09 never came in UK
Child1 having HSMP intial Expire Jan 09 never came in UK
Child2 Newly born
How to apply again there visas according to my new status which is Tier1 (JR).
