Partner of a work permit holder

Hi all!

I have been rejected on a Tier 1 general visa based on the maintenance funds. I have a hearing in June... but I'm preparing for an alternative plan. I've seen on the internet that I could apply on a dependent visa from Canada. My partner is also canadian and he has a valid work permit for another few years.

However, the website says that they do not accept applications in the work permit category anymore. Is this the same for the dependents?

Can I still apply as a dependent of a work permit holder??
