Here's my personal opinion.
Since in the first 2 weeks you were short of the £800, If you go ahead and apply in-country with these statements you would most definitely be refused. A couple of things you should bear in mind:
1) Who knows how long it will take the HO to process your application? The timing for processing applications is totally random (mine took almost 4 months, some people here have been waiting for over 5 months, others got theirs in a month).
2) After waiting for this period and eventually getting refused, you go for the appeal, which in itself is extremely stressful and long process. I've gone through one and I would not want to go through it again in my life. The time-limits for appeal:
i) After submitting your appeal documents, you get a hearing date fixed which will be within 4 weeks from the day you submitted your appeal documents.
ii) After the hearing, you get a written determination on the appeal within 2 weeks.
iii) If successful with your appeal, you now have to wait for 5 working days (1 week) to see if the HO contests the decision.
iv) After waiting for 1 week and they don't contest, the real waiting now begins. You now have to wait for a call-in letter requesting you to submit your passport for endorsement. This call-in letter has no specific time to arrive. I was lucky enough to get mine within 5 weeks after my successful appeal.
v) After submitting the letter, you now have to wait for the passport to be endorsed and sent back to you, which in itself is another random waiting time (around 3 to 4 weeks, if you're lucky)
All in all, the appeal process takes around 4 months or so from the time you had your appeal to the time you get your passport stamped. Adding this 4 months to the time you already spent waiting for your initial application to be refused, you've got to ask yourself, is it worth it??? You also have to consider lawyer fees for the appeal (if you want to use one).
I'd advise you to avoid the rejection on your immigration history and apply from home. Since it seems you're capable of maintaining the £2800 consistently for 3 months, this might be the best option for you.
