When can I submit ILR application?

My initial entry clearance for one year
1 July 2005
Entered UK 3rd July 2005

Extension for 4 years
1 July 2006

Now my FLR is valid till 1st July 2010

Policy states
When you have completed four years' continuous residence, you will be able to apply for settlement using the SET(O) application form.

I am a bit confused if I should apply 28 days before 3rd July 2009 or after 3rd July 2009 as I will complete four years on 3rd July.
