Transfer to join

I know a non EEA citizen can get a free Schengen visa if he/she is travelling with or joining his/hers EEA family member.
How about transfer to join? Say for example that my wife was to travel alone from Bolivia to join me in the UK with a transfer in Spain. Being a Schengen national she needs a transfer visa for Spain, can they charge for this and ask for the full information pack they normally require for a Schengen visa or should it be for free and under accelerated procedures etc?
