ILR for Dependants previous visa refusal

I want to bring my parents as dependants in UK .They were previously refused visa visit in 2006 because of what they say use of public resources allegedly.My father had successful visits in 2005 to UK as well as came on work permit in 2002
Fortunately I have got my ILR now and awaiting to get my naturalization anytime soon.I want to apply for the Dependant settlement visa ASAP.Please help how to go tabout it .They have to apply from Pakistan so help from solicitor from here would be little difficult.

He had treatment in private sector to start with but was refered for radiotherapy in NHS which is not available privately for the cancer patients in the area I was living.
Now my question is that since my father health has improved and the cancer is controlled but lately he is suffering from severe knee artheritis which is significantly hampering his daily mobility.So he is now getting to stage where he would need physical help.Please advise how to go about settlement application for both my parents.
