CAN I APPLY FOR POST STUDY

Hi every one,
One of my friend had applied for tier 2 (work permit) before 3 months.Unfortunately home office refuse his application today.Now his IGS visa has expired too in may.he just want to know,

Can he apply for IGS extension(Post study) now?or what,s are the best option for him.

If he is still got a valid leave then he can apply for another year. If his visa has expired then he can not as he has not got a valid leave to apply within the UK. He can not apply for PSW from home country as for IGS extensions u can only apply from UK. He shud have applied for PSW first and then change to work permit. I wud suggest to see a solicitor.
