EAA application, HELP PLEASE!

my wife is an Hair Stylist, but has not got a Certificate of Registration becuase she has not able to work continuously for 12 months as an EU citizen exercising her treaty right in th UK. However, she has now registered with Inland REvenue Commission as a self employed. We are about to apply for EAA permit having registered now as self employed. Do we qualify to apply for 5 years residence card or a year stamp, and does she need to apply for her Worker Registration Certificate as well? Adice would be appreciated. Thanks
