Query about family member of Uk citizen in Ireland

Hello everybody!!

I have a query regarding EU family member
My wife being as UK citizen exercising her Eu treaty rights in Ireland since last 1 year, We have our 9 month baby as well. Can she call her mother in Ireland being as a family member, her mother is non eu citizen.

Second Can she call her Brother in law as well i mean my younger brother as a family member, because we bearing all his expense.

Thanks very much Obie.. I checked the Inis web site and I found the online application form for visa,but In application form there is mention only for EEA spouse and Parent of EEA citizen.
I could not find the visa application for EEA family member .
