schengen visa to spain

Hi,
A friend of mine who is a non EU national with stamp 4 in ireland (visa required) is travelling back home via spain for holidays. he needs a schengen visa for spain to change planes at the airport (he has to leave the airport with his luggage and then check in again to different airlines). I have been looking for info on how to apply for spanish schengen visa but with no success. could anyone please send me a link on what documents are needed, how to apply and how long the process takes. thanks
