Applying student visa from inside UK

Hi,

I am working in Tier2 visa in UK. My wife is living with me as a dependent visa and she joined one year fulltime course for the year 2009-10. She want to apply student visa from here.

But some of the consultant said, she cant apply any visa from inside UK, as she is having dependent visa.

Could any one advise me on this whether we can apply student visa from inside UK?
