Immigration: Quebec or English speaking provinces?

Hi All,

My sister (with 2 kids) has enough points to apply for immigration to Canada. She is fluent in French and English.

Is there a difference in processing times between a Quebec and a Federal application? She is applying from Algeria and has been told that a Federal application might be processed faster (it's about 3 years for the whole process to Quebec from Algeria).

And as a French speaker, would she have a higher chance of success if she applies to Quebec?

Generally the processing time for immigrants interested to settle in Quebec is faster that the rest of Canada.

You may check the processing time for Quebec and the rest of Canada at the following website :

Moreover, more questions and documentations are required by the Federal Immigration officer than the Quebec counterparts. But Quebec are quick to refuse an application if there is one document or information missing. Once refuse by either one, it is much harder to re-apply.

Since the last few years, Quebec and the federal government have started to reduce the number of immigrants coming from Maghreb. Since the number of applicants has increased in these countries, the processing times have greatly increased also partly because there is no additional staff at the Embassy or Quebec Delegation.
