PR: Can I apply by before 28 days

I am elligible for applying PR form 9th Jan10 (28 days before my 5 year in UK).
My VISA finish 19 Feb10 .
I need to inform my VISA STATUS to my company at leaset 1 month before my VISA expire (19th Jan 10)
Can I apply by before 28 days ?

I'm afraid not. It got to be within 28 days.
