I applied for PR status beginning of September, and my documents were returned as they needed more information to cover 1 year. I returned the information, and got a COA late October.
Today I have received my Permanent Resident Card.
Also, a relative of mine coincidentally applied for permanent residence also around the same time and received PR card a few weeks ago.
so it looks like they have got their act together and approving these things pretty quickly.
