Free review, do i need to send in all the old docs again?

I got the decision last week and the case was turned down. I am planing to ask for a free review. I understand that you are not supposed to submit any additional docs if you are requesting a free review. However, i am just wondering that if i need to send in the old docs again coz they have returned all docs to me. Or they have alreaday got all the copy there so i just need to send them a letter.

Btw, anyone knows where i should send in the letter?

with a free review, you do not need to send yor docs again just a cover letter.
Also you send it to the sheffield office
