transitional arrangements

Hi,
I am under HSMP and I got the approval at the end of Januray 2008. What is transitinal arrangement? and can I eligible for transitional arrangement to extend my stay under previous HSMP programme?
or else I have to extend my stay under tier 1 general category only?
