Refund of FLR fees in accordance with JR

I understand that if any HSMP migrant applied for an FLR after 4 years, then that person is eligible for a full refund of the fees that had been paid for the FLR application.

Elsewhere, there are also hints that applications for children born in the UK should have partial or full refund for their dependant visa applications as the fees were unreasonable??

I would appreciate some precise advice.
