ILR, HSMP JR, date confusion

I entered UK on 1st of March 2006 on HSMP (so I'm covered by HSMP JR and can apply for ILR after 4 years) - but I'm a bit confused about the date. What is the first date I can apply for ILR?

The ILR application must not reach UKBA before 02 Feb 2010.

01 Mar 2010 is the 29th day when counted from 01 Feb (01 Feb included). But you can apply only 28 day earlier, therefore I believe, 02 Feb 2010 is the earliest you can apply.

That's exactly what I used!

1 March 2010

minus 28 days

gives me

1st of February

My problem is that I already (stupidly) booked PEO appointment on that day...

If we use the same logic to count 4 years from 1 March 2006 (including 1 March 2006), 4 years end on Feb 28, 2010, isn't it? Then, If we count 28 days back from that, then would it be 1st March 2010?

Questions:

(1) When counting 4 years, should we include the date of arrival?
(2) When counting 28 days backwards, should we include ending date?

Did you book by phone?, If so, they would have asked you the date on which 5 years complete, they would have verified 28 days, right?

I booked online.

I just called UKBA, and they are not sure whether it is 1st of February or the second - "depends on a case-worker" (it is a quote

). I guess I have no other choice but to risk it - there is no way I will get another appointment so quickly.

I think this needs clarification from other seniors / moderators:

I tried to find something in the caseworkers' manuals and nothing. Looks like it is really up to the individual caseworker. I hope mine will be understanding

I decided not to risk it, and got an appointment for a later date. If you are looking for an urgent appointment, I'm going to cancel my appointment on the 1st (Croydon PEO) around 1PM tomorrow (Thursday) - so it might be up for grabs then.
